Line the drawers of those old and dingy dorm room dressers with wrapping paper or scrapbook paper (the pretty kind from Hobby Lobby)....

Hang some tissue balls (easy to make and inexpensive!)  

These tissue puffs add instant color and draw the eye away from the rest of the room, which is usually quite utilitarian.
